The composition of the regional groups of the Association, for the purposes of the aforementioned article, is the following:

a) Central America Group: Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panama and the Dominican Republic..

b) Caribbean Group: Anguilla, Netherlands Antilles, Aruba, Bahamas, Barbados, Bermuda, Cuba, Cayman Islands, Guyana, Haiti, British Virgin Islands, Jamaica, Eastern Caribbean States Organization, Puerto Rico, Suriname, Trinidad & Tobago, and Turks and Caicos Islands.

c) Southern Cone Group: Argentina, Brazil, Chile, Paraguay and Uruguay.

d) Andean Region Group: Bolivia, Colombia, Ecuador, Peru and Venezuela.

e) North America Group: Canada, United States of America and Mexico.


The Board of Directors will have the following powers:

a) To approve the annual budget of the Association and submit it to the Associate Members;

b) To elaborate the annual working program;

c) To appoint the Executive Secretary;

d) To submit proposals to the Assembly for the admission of new Associate Members;

e) To invite and decide on the admission of other organizations as Contributor Members; and,

f) To take any other actions deemed convenient for the adequate performance of the Association.

The Executive Secretariat
The Executive Secretary reports to the Chairman of the Board. His/her primary function is to collaborate with the Board of Directors in carrying out all institutional activities and implementing the decisions made by the Assembly. The specific duties and responsibilities of the Executive Secretary include:
